目的: 结合我国医院药事法规、制度,探讨《中国总药师制度专家共识(2018)》存在的问题,为医院药事管理发展提出建议。方法: 研究了北京医院管理局及《中国总药师制度专家共识(2018)》中总药师岗位职责、任职资质、选拔任用、任职目标相关内容,并与我国《医疗机构药事管理规定》等法规、制度、规范的相关内容进行了对比分析。结果与结论: 《中国总药师制度专家共识(2018)》中,岗位职责、任职资质、选拔任用、任职目标相关内容多来自现行医院药事管理的法规、制度、规范中相关内容,例如在药事委员会工作、合理用药管理、学科发展与人才培养、药品采购计划与预算等方面有许多相互重叠。医院总药师制度应当结合各地区医院药事管理具体情况加以探索。
Objective: To discuss the problems existing in Consensus of Experts on the System of General Pharmacists in China (2018), in combination with regulations and systems of hospital pharmaceutical affairs in our country, some suggestions for the development of hospital pharmaceutical affairs were put forward. Methods: The post responsibility, qualification, selection and appointment of the General Pharmacist in Beijing Hospital Authority and Consensus of Experts on the System of General Pharmacists in China (2018) were studied and compared them with the regulations, systems and norms of Pharmaceutical Management in Medical Institutions. Results and Conclusion: In Consensus of Experts on the System of General Pharmacists in China (2018), the relevant contents of post responsibility, service post, selection and appointment, and service objective can not be attributed to institutional innovation, and most of the main contents were from the current hospital management laws and regulations, systems, norms. For instance, there were many overlaps in the aspects of the pharmaceutical committee, rational drug use management, discipline development and talent cultivation, drug procurement plan and budget. The hospital general pharmacist system should be explored in combination with the specific situation of hospital pharmacists in various regions.
